Use the geographic unit that matches how customers search and how the business actually operates. A county page can be an effective regional hub, while priority cities can receive deeper pages when justified.
1. Research search demand and sales data by city and county rather than assuming one level is always better.
2. Build a county page when it represents a meaningful service territory and can organize coverage across multiple municipalities.
3. Create city pages for high-value markets with distinct proof, projects, regulations, neighborhoods, or customer needs.
4. Avoid duplicating the same content on both county and city pages. Give the county page a regional/hub role.
5. Use internal links from county to priority cities and from city pages back to the regional context.
6. Keep physical office claims separate from service-area claims.
A geographic hierarchy should help users understand coverage. County and city pages can coexist when they have different jobs in that hierarchy.
