Each indexable location page should generally canonicalize to itself. A template-level canonical pointing every city to one parent URL tells search engines the local pages may be duplicates to consolidate.

1. Inspect the final rendered canonical on multiple city pages, not just the template source.

2. Confirm each intended local page returns 200 and has a self-referencing canonical with the exact final URL.

3. Do not canonicalize to the homepage or service hub merely because the pages share a service.

4. If two city pages are truly duplicates and should not both exist, consolidate content and redirect rather than using canonicals to hide architecture problems.

5. Align sitemaps and internal links with the canonical choice.

6. Check JavaScript and CMS plugins that may overwrite server-generated canonical tags.

Canonical tags should describe your preferred duplicate relationship, not decide whether weak location pages deserve to exist. Build useful pages first and make the canonical signals consistent.
